Road River
The Road River is looking down at the front wheel of the bicycle. Maybe an establishing shot with (original) Uncle Joe riding red bike, flips off, finds black bike. Continues.
The road flows by like water, like life, memory, time. In effect, the Road River is Joe's time travel device, mediated by the iStone. We know what qualities the road river has through the iStone. At first, there's a map leading to Christina and the Big Boat. Second, he communes with the future and teaches Signals from a Nearby Now to the People, helping them to remember the lessons of the past epoch through oral history and preparing them for the advent of the Daughter of God. Third, the iStone is a receiver and spook network interface that the Clique devolve technology and the iStone receives the notice.
The combination of the Road River and iStone equals travel, whether through space or time. He stays on the bike during regress because the Road River allows him to observe the changes and not be effected by them. This could be part of the automated transmission.

The Road River devolution could happen without warning, just a sort of unexplained phenomena, enough loose threads are left dangling for the audience to craft their own explanations. Or the automated transmission is subtler, quieter, audio only or a brief glance at the iStone.
The all points bulletin is at this point unprecedented, there hasn't been an announcement from the spook network prior to this scene, so the exposition could be a bit heavy handed. The option is to have no exposition at all, just show things going backward, regressing, the next time we see Joe, he is then wearing a bear skin. OR, the devolution could be a backlash from Joe teaching the future. Is he teaching the future before heading to the Big Boat? A message early on... "warning, extensive communing with the future will trigger local regression. continue?"
If offered early on this message could be a bit opaque, so as not to reveal the iStones awesome power too soon. A gentle progression seems ideal. However, a glimpse of awesome power really early might be subtle foreshadowig - did I just see that?
