surveillance and digital shortwave

The stuttery quality of NPR recorded programs is kinda of interesting. Could be the basis for shortwave and surveillance audio. If there are bad checksum values in the broadcast, then what would happen, the app would have to confirm the next handshaking packet before decoding the previous audio data. Transmissions would have to be rich with handshaking packets and redundant data so that the streams wouldn’t be wiped out by a little static. that might come out sounding like stuttery audio.
